The wealthy moved north out of the southern parishes during the yellow fever epidemic of 1871 and did not move back, which is how a quarter grew around a cemetery. That cemetery holds Evita and about five thousand vaults on four hectares, and the streets around it were built in French style by people who had been to Paris and wished they still were.
