Malta
Malta holds a capital built in five years and the capital it replaced. Valletta was laid out from 1566 by the Knights of St John immediately after the Ottoman siege failed, on a grid, on a peninsula, to a single plan; Mdina is the walled hill town they left behind, and it has kept roughly three hundred residents. The pair is one of the clearest before-and-after in the atlas.
