Ukraine
Ukraine's three entries are all border cities in the atlas's sense: places whose character was set by which empire held them and for how long. Lviv was Austrian long enough to look it, Chernivtsi carries a university built as an archbishop's residence in the same period, and Odesa was founded by decree in 1794 as a free port and filled with everyone the decree attracted. None of the three is Kyiv, and the omission is a granularity choice rather than a judgement.
