Zamalek

The quarter is an island in the Nile, which settles the question of its boundaries in a city where nothing else is settled. It was laid out for foreigners and officials around a khedivial garden, and the embassies, the sporting club and the opera house have kept it low and green while Cairo grew past twenty million around it.
