Partition left Punjab without Lahore, and Nehru commissioned a new capital as a statement that India would look forward — Le Corbusier laid it out in sectors of 800 by 1,200 metres, each meant to be self-sufficient, with a Capitol Complex of raw concrete at the head. The city works better than modernist orthodoxy predicted, and the Rock Garden, built illegally from construction waste by a road inspector, is its unofficial masterpiece.
