The hill is the highest ground in a city built on reclaimed islands and almost flat everywhere else, which is why the governor's residence, the chief minister's house and the oldest money all sit on it. The Hanging Gardens on its crown cover a reservoir, and the Parsi Towers of Silence stand in woodland beside them, closed to everyone outside the community.
