The hill kept its Ottoman-era stone houses with triple arcades because the money that would have replaced them went elsewhere during the war, and what the war did not take, the reconstruction largely spared. The port explosion of August 2020 damaged a great many of them in seconds, and the argument over restoring them is still running.
This is a quarter, not an entry in the atlas. It resolves upward to the city that holds it.
