Thomas Cubitt built it from 1826 on Grosvenor marshland, draining the ground with spoil from the St Katharine Docks and putting up stucco terraces to one design around garden squares the estate still controls. Nobody can say precisely where Belgravia stops, and everybody knows what the name means, which is the test this atlas uses for a quarter.
This is a quarter, not an entry in the atlas. It resolves upward to the city that holds it.
