The name means spouting fresh water: the ground was wetland and taro terraces fed by springs until it was drained by canal in the 1920s to make the beach buildable. The sand is largely imported and has been replenished repeatedly, which the hotels do not advertise and the engineering reports state plainly.
This is a quarter, not an entry in the atlas. It resolves upward to the city that holds it.
