Maldives
The Maldives are the reason the atlas admits atolls at all. Every entry here except the capital is a geography rather than a settlement, because the country's resort convention — one island, one hotel — makes the individual island a property and the atoll the address. Malé stands apart as one of the most densely populated cities on earth, which is the fact the resort photography never carries and the atlas is obliged to.
