Oman restricts building heights and requires white walls and Islamic detailing, so Muscat spreads along the coast in low ribbons instead of rising — the effect between the black Hajar mountains and the Gulf of Oman is unlike any other Gulf capital. The Portuguese held the harbour forts from 1507, and the opera house of 2011 was the first on the Arabian peninsula.
