San Marino claims foundation in 301 by a stonemason fleeing Roman persecution, and it has kept independence ever since — sixty-one square kilometres on Monte Titano, with three towers on the ridge and a constitution from 1600 that is the world's oldest still in force. It sheltered a hundred thousand refugees in the Second World War, more than four times its population.
