Indian Creek Village

Thirty-four houses stand on a single ring road around a man-made island in Biscayne Bay, and the village they form is an incorporated municipality with its own police department and a patrol boat that circles the shoreline. Separateness written into law rather than asserted by a developer is what admits the place here, on the same reasoning that admits Bal Harbour and Atherton.
