Thirteen new towns were built under the federal guarantee of 1970 and twelve of them defaulted; George Mitchell assembled this one out of some three hundred separate purchases and it did not. Ian McHarg laid it out on the hydrology already there — drainage by the existing creeks rather than storm sewers, and house plots cut from the canopy instead of the canopy from the plots.
