Melbourne's laneways were built for deliveries behind the Hoddle Grid, and when the centre emptied in the 1980s the city rezoned them for small bars and cafés — a policy that produced the densest street-level culture in Australia and, incidentally, the world's most photographed graffiti walls. The city also runs the largest tram network on earth, free within the centre.
