Brazil caps the number of visitors on Noronha at around four hundred a day and charges a daily environmental fee that rises the longer you stay, because the archipelago is a marine park where spinner dolphins breed in a bay closed to swimmers. It was a prison colony for most of its history, which is the reason it was never developed.
