Toronto, Montreal, Quebec and Kingston all wanted the capital, so in 1857 the decision was referred to Queen Victoria, who chose a lumber town on the Ottawa river — defensible, on the language boundary, and offensive to nobody enough. The Gothic Revival Parliament sits above the river, and the Rideau Canal, built for military supply in 1832, becomes the world's largest skating rink each winter.
