Estonia declared internet access a social right in 2000 and now delivers almost every public service digitally — voting, tax, medical records, company registration in fifteen minutes — with e-residency open to anyone in the world. The old town above it is one of the best-preserved medieval centres in Europe, and Skype was built here.
