From 1923 to 1956 Tangier was administered jointly by nine countries as an international zone with no single law, which made it a haven for smugglers, spies, currency dealers and writers — Bowles, Burroughs and the Beats all worked here. The city sits where the Atlantic meets the Mediterranean, and Spain is visible across fourteen kilometres of water.
