The Hague holds the Dutch parliament, the court and the royal residence but is not the capital, which remains Amsterdam by constitution — an arrangement dating from the Napoleonic period. The Peace Palace, funded by Carnegie in 1913, houses the International Court of Justice, and the Mauritshuis holds Vermeer's Girl with a Pearl Earring in a house of twenty-five rooms.
