Norway's sovereign wealth fund has paid for a waterfront of architecture rather than towers: Snøhetta's opera house of 2008 has a roof that slopes into the fjord and is designed to be climbed, and the new Munch museum and the national museum followed. Munch left the city 1,100 paintings and 18,000 prints in his will, which is why the collection is here and not dispersed.
