Bilbao

Bilbao's shipyards and steelworks collapsed in the 1980s, and the Basque government gambled on a Guggenheim designed by Frank Gehry, opened in 1997 — visitor numbers and investment exceeded every projection, and the phrase Bilbao effect entered urban planning. The old town of seven streets and the pintxo bars are the other half of the visit.
