The island was mangrove swamp until it was dredged and filled after 1912, and eight hundred Art Deco buildings went up in a single decade — porthole windows, eyebrow ledges and neon, all designed for people arriving from cold cities. Ocean Drive is best before nine, when the light is on the façades, then swim; the beach itself is replenished sand and entirely man-made.
