Andorra has been jointly ruled since 1278 by the Bishop of Urgell and whoever leads France — currently the French president, who is therefore a monarch abroad and a republican at home. The capital sits at 1,023 metres, the highest in Europe, and duty-free shopping has drawn Spanish and French buyers over the passes for generations.
