Medellín had the highest murder rate in the world around 1991, and the response from the late 1990s was infrastructure in the hillside barrios — cable-car lines integrated into the metro, library parks, outdoor escalators up Comuna 13 — on the argument that access was the problem. The murder rate fell by over ninety per cent, and the model has been studied everywhere.
