Havana was the assembly point for Spain's treasure fleets, and its walls, forts and mansions were built on that traffic; after 1959 there was no money to demolish anything, which is why Old Havana survives as a whole and why it is also crumbling. Restoration since 1993 has been funded by tourism revenue, building by building.
