Gurgaon grew from farmland into a city of a million and a half in three decades because developers bought land and built towers, malls and office parks — largely without a municipal water supply, sewerage or reliable power, which private operators supply instead. It is India's third-highest per capita income and an unusually pure demonstration of what happens when planning is left to the market.
