Fewer than two thousand people live on the five inhabited islands of Vaavu, which makes it the least populated atoll in the country. Fotteyo Kandu, the channel on its eastern rim, is among the most written-about dive sites in the Indian Ocean, and the atoll's standing rests on what lies under the water rather than on what has been built above it.
