Neutral Portugal made Estoril a refuge, and during the Second World War its casino and hotels held exiled kings of Italy, Romania, Bulgaria and Spain alongside agents of both sides — Ian Fleming was among them, and the setting fed Casino Royale. The casino, opened in 1931, is among the largest in Europe.
