Portugal founded Colonia in 1680 directly across the river from Buenos Aires as a base for contraband into Spanish territory, and the town changed hands between the two crowns nine times in a century — which is why its streets are Portuguese irregular in one quarter and Spanish grid in the next. The cobbles of the Calle de los Suspiros are laid with a drainage channel down the middle.
