Annapolis was laid out in 1695 on a baroque plan of radiating streets from two circles — church and state — the earliest such plan in America, and it served as the national capital for a year in 1783. The Naval Academy has trained officers here since 1845, and the harbour is dense with sailing boats in a town of forty thousand.
