Victoria was founded as a Hudson's Bay fort in 1843 and grew on the Fraser gold rush; the Empress hotel and the parliament buildings, both by Francis Rattenbury, face the harbour and set the tone. The city has Canada's mildest climate — gardens flower in February — and the Butchart Gardens occupy a limestone quarry the owner's wife decided to fix.
